First: Unlock the Uber Arbiter Fight

Before you can face Uber Arbiter, you must first unlock access to the encounter-this is no casual boss fight, and preparation starts with meeting key prerequisites.

To access Uber Arbiter, you need Calamity Fragments, which replace Crisis Fragments once you allocate 10 points on your Atlas Boss Tree. These fragments are earned by defeating the hardest versions of Citadel bosses (Iron, Copper, and Stone Citadels), a process that acts as a "rite of passage" for endgame players.

Once you have the required Calamity Fragments, head to the Burning Monolith-Uber Arbiter's arena-and offer the fragments to open the fight. Note that Uber Arbiter grants only 2 respawn attempts; failing twice converts the fight to the regular version, forcing you to restart with new fragments.

Build Preparation: Survivability First

Uber Arbiter's mix of physical and fire damage, combined with high armor and 75% resistance across the board, makes survivability non-negotiable. Brute-force damage alone won't win this fight-you need a build that can withstand his one-shot potential while dealing consistent damage.

Start with the basics: cap your fire resistance (aim for 75%+), stack armor or evasion, and prioritize a large effective health pool (EHP) of at least 12k. Chaos resistance is also critical, as some attacks carry chaos damage that can bypass standard defenses.

Recommended builds vary, but tanky options like Juggernaut (unstoppable mitigation) or Trickster (layered defense) fare well, as do high-damage setups like the Blood Mage Witch or Grenade Titan Warrior. Even budget builds work if they focus on EHP and mobility over raw damage.

Essential skills: A reliable movement skill (Flame Dash, Shield Charge) for quick repositioning, and a single-target damage skill (Spark, Whirling Slash, or Blink Fireball) to cheap POE 2 Chaos Orbs  chip away at Uber Arbiter's health pool. Avoid glass cannon builds-they'll be shredded in seconds.
